Drawing on her book Constructing Modern Slavery: Law, Capitalism, and Unfree Labour (Cambridge 2025), Professor Judy Fudge trace the development of the EU’s gendered governance strategies for sexual and labour exploitation respectively and illustrates how victims’ rights, which were promoted by the Council of European Convention on Human Trafficking, were subsumed under the European Union’s primary goal of hardening member states’ borders against undesirable outsiders, exemplified by migrant sex workers.
