Project description
The EU has launched the concept of Data Spaces, which aims to facilitate the sharing of information among companies, public organizations, and industry. The idea is to establish marketplaces for data and information through portals that provide both data producers and data consumers with a governance framework to rely on. This framework provides both the technical and legal conditions necessary for effective data sharing. Common European Data Spaces will help unlock the significant potential of data-driven innovation. They will make it possible to make data available and exchange it in a reliable and secure manner. At the same time, data holders will benefit from a secure and trustworthy framework for sharing their data for innovation purposes.
The objective of the DASS project is to develop a regional action plan for how Data Spaces can be implemented in Skåne. The plan will create long-term conditions for regional stakeholders (e.g., municipalities, universities, industry, etc.) to preserve, share, and reuse data in a secure, reliable, and practical manner. By the end of the project, we will present proposals for how Data Spaces can be implemented in Skåne, with particular focus on governance and organizational structures, business models and financing, technical and legal prerequisites, and the development of a concrete plan for decision-making, implementation, collaboration, and next steps.
The project is carried out in close collaboration between the City of Malmö and Malmö University, which together form the project steering group, and is based on an established collaboration agreement between the partners. The City of Malmö and Malmö University have a long history of successful collaboration across a wide range of areas, particularly in digitalization in recent years. To ensure broad anchoring, Region Skåne and Skåne’s municipalities are involved as key actors. In addition, representatives from industry and other public actors (e.g., from the transport and mobility sector and the energy sector) are involved throughout the different phases and work packages of the project.
These actors are invited to workshops and dialogue meetings where their experience and perspectives are particularly relevant and where they can help ensure that the action plan reflects actual regional needs. Specifically, two workshops are planned: one at the beginning of the project to collect ideas, priorities, and requirements, and one toward the end to present preliminary results and the action plan. This approach ensures that municipalities, universities, and industry can participate in both the design and quality assurance of the project’s deliverables.
DASS contributes to the implementation of Region Skåne’s regional development strategy and is linked to the three priority areas. The project strengthens business competitiveness through digitalization and innovation enabled by structured data sharing, supports the green transition through improved access to relevant data, and creates conditions for capital provision through established data-sharing models. It promotes collaboration between industry, research, and the public sector, supports the development of smart and sustainable cities with an initial focus on climate transition, and contributes to a more connected Skåne by establishing a common model for data sharing as a foundation for successful regional initiatives.
