Abstract

As negotiations to establish the New Pact on Migration and Asylum is coming to an end, a central piece in the original proposal is still missing: the so-called Union resettlement framework. This Regulation was originally proposed in 2016, and aims at regulating how Member States undertake quota refugee programs across the European Union. As other aspects of the New Pact have seemed more controversial, this proposal has largely escaped scholarly attention. In this seminar, I will argue that an in-depth analysis of the proposal can reveal more about where EU migration management is heading than immediately meets the eye. In particular, the concept of “strategic use of resettlement” and the Union Resettlement Framework’s explicit focus on using resettlement as a bargaining chip in diplomatic negotiations will be in focus.
